STAFF ARCHITECT/PROJECT MANAGER
GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs complex professional work enforcing standards for design, construction and alteration of school facilities; oversees and manages school construction projects; does related work as required. Work is performed under general supervision. Supervision is exercised over assigned personnel.
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, reaching, standing, and walking; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, hazards, and atmospheric conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Monitoring the design of school construction projects; enforcing standards; providing technical information and advice; maintaining records and files; preparing reports;
Assists in planning of new school construction projects including additions, modernizations and major maintenance projects such as HVAC and roof replacements;
Provides guidance of long-range comprehensive planning, including the Capital Improvement Plan;
Prepares cost estimates as needed;
Prepares and assists with the preparation of RFP's; evaluates responses and helps select consultants and contractors;
Holds meetings with various stakeholders throughout the school division when designing a project;
Attends meetings, bid openings and conferences regarding construction projects;
Reviews design and construction documents to eliminate requirements and/or standards not in conformance with recognized standards;
Performs research as required to determine acceptability of proposed new architectural, structural, and engineering practices/techniques;
Inspects proposed sites and schools under construction or undergoing alteration to enforce applicable standards, ensuring conformance with structural and contractual requirements;
Reviews drawings and specifications for construction projects;
Checks and reviews engineering design/structural drawings of proposed buildings for compliance with standards and structural stability; reviews plans for construction and renovation of school buildings;
Approves plans in accordance with standards and policies of school system;
Visits project sites to check progress, review and approve progress payments and resolve conflicts and problems;
Discusses methods of design and construction with architects, contractors, inspectors, code enforcement officials and school staff;
Evaluates architectural needs of existing facilities;
Ensures other agencies are notified of needs;
Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of the theory, principles and practices of architectural design and/or civil engineering as applied to the development and construction of construction projects; ability to plan, lay out and direct the work of subordinates; ability to plan projects and prepare related designs, estimates and specifications; ability to perform difficult architectural/engineering computations and to make comprehensive recommendations on problems; ability to establish and maintain effective working relationships with associates, contractors and the general public; ability to communicate complex ideas effectively, both orally and in writing; ability to calculate complex cost estimates and prepare technical reports.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in architectural engineering or civil engineering and extensive experience in professional architectural work. There should be experience in educational facilities work.
Registration as an Architect, a Professional Engineer in the Commonwealth of Virginia.
Possession of or ability to acquire appropriate license(s), certificate(s), and/or endorsement(s) for position as required by the Commonwealth of Virginia and School Board.
